I don't follow what Jon is doing with this with regard to elmcity.info, but when anyone talks about work by Ward Cunningham, I pay attention. What I had not realized is that "Visible Workings" in its original incarnation is completely relevant to Confirmable Experience (and Jon's blog, until now, is the only one I have in that category of my feed reader!). Confirmable Experience is about the way that the cycle of learning and improvement becomes an interactive partnership between producers and adopters. I can see it applying to development processes (also for standards-conforming thingies). Maybe this applies to public services too and how they are visible and understandable for the clientele. But confirmable experience and stamping out system incoherence are gigantic as part of any complex accountability.
